It's some sort of elementary psychology at this point. Assuming your subjects are not hard-boiled griefers, ofc, you can get away with any parameters if you feel like the crew will be okay with it but doing something "by the books" will not result in anything good and will probably push people being by the book-ish stepped over wanting to demonstrate in practice why lacking respect for their class is a bad idea.

This is under the conditions that the medic will cover all medical purchases and the captain will cover everything else, including ship upgrades.
If you’re willing to trust your crew, you can delegate 15% to your security officer to buy ammo and stuff.
