I'm not sure how this translate to the game. But plants do look mildly less common in caves now. Yes. It looks like you could probably still find plants normally outside caves.
Plants start to rarely appear on islands / cave walls in the Europan Ridge. (probably replacing mineral spawns)
Plants start to rarely appear in caves of the Aphotic Plateau.
No visible changes in The Great Sea & Hydrothermal Wastes I think.
Regardless, you can farm a lot of medical items (and other items overall) from abandoned outposts, wrecks, pirates and beacon stations.
