Fundamentally you'll need to sink under the wall, then go both upwards and full speed ahead to pump out as much water as possible. If you have bots, have your players stand in zones that can only be accessed by ladders; if bots go up and down ladders they take too long and won't fix stuff. So basically put one in each ballast and one on the top deck.
If you have no players and no bots, you'll never manage to get there. Thankfully in a multiplayer save you can have as many people as possible join.
Also: Consider bumping the "swim to end" suggestion because almost no one reaches the end of the game and the fact normal subs can soft lock in singleplayer is insane: https://steamcommunity.com/app/602960/discussions/2/5938553975812744472/
Going all the way back to get bots or change subs feels me with dread considering how grueling it was to get this far and how long it took.
I have tried this again a few times but getting 10 random players to stand in each room fixing the Hull is like herding cats.
If anyone wants to get the end game achievement please contact me and if we get enough people we can try again it would only take 5 mins.
