Losing skill points after every mission?

So I was playing in a campaign and my character died when I had 57 Electrical Engineering. When I respawned, naturally I had a -7 Electrical Engineering debuff because of the tax, bringing me to 50 EE. But the problem is, even after I cured myself of the Tax, I was gradually losing Electrical Engineering skill points. At the moment I cured myself, I was at 41. When we chose quests and went back to our Submarine, I was at 40 Electrical Engineering, meaning I had lost 1 even without the Reaper's Tax.

Is there any mechanic that brings our skills down apart from Reapers Tax? I recall the Radiation being very high there, but what could be the cause of this?

Could it be a server-side moderation penalty of some kind? Might be worth just asking the server administrator to see if he knows what could be the cause of it [vanilla or otherwise]

I had the same issue, but I was server host. Really disappointing to go from 60 mechanical to 49.
