How do i get more crew than 16
Im seeing mod subs that say crew size should be 20-60 and im wondering how do i get that high

16 is the player limit, but you can have another 16 bots on top of that. Not sure after that though.

I believe you can go into the game files, find the server settings in there and change the max player count for your server that way, and that's how you get more than 16.

Is there a way to do this for single player? I can only get 16 crew total, Spawning in more crew doesn't seem to work either

Have you tried using the console commands to try setting max player count to higher?
