Anybody know how to make c4 work , not in railgun

You can use it with a detonator (not craftable) or you can also throw it in a fire to blow it up. I'm pretty sure you can also trigger it with a small explosion aswell

if you're looking for thrown detonation explosives, dismantle the C4, and use iron to make a grenade with the UEX you get out of it. to blow up raw c4, use the detonator(as ^ says), but to go more in depth, to use a detonator I think you have to wire it to a trigger and press it.

I have detonator , but fill c4 in it , and it's says need signal to active it , how?

You need to send a signal to the detonator in order to activate it. You can do this by wiring a button to it, with a screw driver and a wire.

C4 is a stable explosive, it will not detonate unless it receives a strong impulse, either from a detonator, or another explosive going off next to it. To use it, attach it to a detonator, place the detonator where you want it to explode, attach a wire, and attach some sort of signaling device on the other end (i.e. a button, switch, sensor, or terminal). As you can see, this is a very deliberate setup, and is only meant for demolition (or sabotage). If you're looking for a more tactical usage of explosives, that's what grenades are for. Just stick to placing them inside railgun shells.

You have to put it inside a detonator, then you have to place the detonator and wire it to something, keep in mind it has to be wired at something that can send a signal like the navigation terminal, you can wire it to signal output 1 if the sub has it in use, and when anybody tries to activate that option it will also detonate the c4

Can it be used as a breaching charge into alien ruins? or Derelicts? I haven't found a way to do that. Because It can only be attached to inside walls(edit: I mean background decorative walls, not separation walls) of submarines (maybe also station).

I found that you can use it to get inside alien ruins if you find a part with inside background, often at doors. But i think this would be a waste because you can breach the doors better with crowbars or plasma cutters. But i think it's a nice way to blast a shortcut to get out of ruins.

C-4 detonates through explosions, fire and use of Detonators.

And pretty much all electrical components can be used to detonate it when using Detonator...
As long as it sends 1 to the Detonator.
