You have to stuff a "sonar beacon" (equiped with a battery) inside that decoy depth charge to make it work, as intended.
I'm not supposed to give my opinion
BUT
When u drop the decoy depth charge it emits sounds and attract creatures (if they are able to hear it)
You can see it, if you have it on your own passive (ship) sonar, while it has "landed" on the ground. It will enlighten its surroundings periodically (like the sonar works), which you see, even on passive sonar mode.
If you try the same without the "sonar beacon" inside, you will see nothing.
The sonar ability should lure enemies to the decoy. If it does not send out sonar waves, it will not work, theoretically.
