UI glitch when using the Porter Station using a controller

The Porter Station UI can be scrolled up infinitely when using a controller.

Steps to reproduce:

1. Play using an XBox controller. This bug does not seem to appear when playing with keyboard and mouse (probably because then there is no cursor).
2. Build a Porter Station at the Zombie Quarry
3. Using the controller, hit Down to move the cursor to the last row of items.
4. Hit Left and Right repeatedly on the controller.
5. Watch the list of items scroll up every time you hit the left/right buttons, until eventually the whole "Items to transport" list moves off the top of the screen!
6. Leaving the Porter station and clicking it again does not return the UI to normal, if the UI was scrolled all the way off screen.
