Garden Bugged, Can't plant Seeds, only Peat

My game bugged to where even though I followed the correct quest line to unlock and use my garden, all I can do now is plant fertilizer and no seeds. There is a single plot of garden on the other side of the map near the light house that is unaffected by this bug, I can plant seeds there but no where else on the map. The seeds just showed up as unselectable the same as non sellable/purchasable items at shops. The garden plots near the base of witch hill also have this bug.
