I've seen this in several AAA titles too (Destiny is one example), and the logic seems to defy explanation. If I can't interact with something, please don't show me a prompt that tells me otherwise. I can't figure out why you'd write the code any differently to the prompt being a response to interaction being enabled, not the other way around. It's like showing green at the traffic lights when you still shouldn't be driving through them.
