Better Save Soul: Can't find Vagner

I'm trying to advance through the Better Save Soul DLC and I cannot find Vagner... I finished that story where he left for the northern fort.

I've seen multiple posts saying that you have to contact him through the royal services box with ink and pen but that option isn't there for me. Any ideas on how to get that option or where to find him.

Vagner will be available in the box once he's free.
He can't help you while he's still a prisoner in the fort.

You need to complete the Ms Charm/Astrologer questline.

After this, Vagner will no longer be in the tavern (like now), but he will be free and available from the royal services box.

What if I have? Both Mrs.charm and astrologer are at 100 happiness

Did you do all the steps before needed to talk to Vagner?

From the notes I took when playing BSS
Talk to Horadric
Talk to Eurik
Talk to Vagner
Talk to Bishop (ode + 1 sin shard)
Talk to Euric


Someone had an issue recently where they just spoke to Horadric and skip the next part to speak to Euric again.
