Hops seeds, the miller and quest stuck !

Hi guys !

I think I'm kinda stuck in a loop of the quests or I'm missing something.
To go further on relationship with Inquisitor to allow me to release the ♥♥♥♥♥'s sister I need to make the food tent, and with that the gold quality beer.

Though I can't buy hop seeds yet because I need to fix the mill. And to do so, I need 60 points with the astronomer. Except with him, I only have one on going quest, which is finding out about his daughter > asking the ♥♥♥♥♥ about her > looping back to releasing the sister from the inquisitor ...

Therefore I don't see what I'm missing as I've progressed to everything else I could do and I'm stuck with this.

If anyone is having the same issue : I had to fill the burgers on the tent alone (without the beer) and it was sufficient when talking to the inquisitor showing him the burgers, to unlock the release of the sister etc.

Just a side note.

Progressing through the Miller quest has no impact on what he buy/sell.

The only way to unlock his tier II is for him to be richer.
He gain a few coins per day or when he make a profit from your trade.

You can unlock the buying of gold hops without repairing the mill.

The best way to gain hops seeds is to simply rank it him until you can buy bronze and then just grow the seeds to become gold. As Fargel pointed out. The quests he is part of does not matter.

The fastest way is getting a Blessing of Commerce from the Prayer for prosperity sermon. However that is such a massive waste of faith at that point.
Instead just spend money to rank him up. Buy the 100x Flour he has. Then sell it back. Then buy it back again. Then sell it again. And so on and so on. You will make a small loss on each trade, but it will level up his tiers. So just do that and level him up in a day.
