Refugee camp happiness keeps insta-reset to zero?
Anytime i take a building action the counter resets to 0. I was at 4/4 and clicked on new refugee and its back to 0/4 instantly.

Any wise words on how the whole thing works?

More refugees increase the amount of happiness generated.

It's not linear. So having 8 will not yield double compared to when you had 4, but more refugees still yield more happiness per day.

To be very technical , there are some threshold where having fewer refugees and overfeeding them can be better, but it's not worth the long explanation :)

I have also no idea what do you mean about the dungeon level 5, that specific level doesn't block anything related to the refugees camp (or anything else really useful in the game).

Actually welcoming anyone into freshly-built tents can (and should) wait until there are no other actions possible.
You'll need to build infrastructure to accomodate them first anyway.
And if you have infrastructure, you don't have to visit them daily (or cook for them) since they'll always have something to eat and drink (ergo, "happiness" will continue growing without your personal involvement).

And consider finishing dungeon level 5 ASAP. It blocks too much in-game stuff - including camp shenanigans.
