It's not linear. So having 8 will not yield double compared to when you had 4, but more refugees still yield more happiness per day.
To be very technical , there are some threshold where having fewer refugees and overfeeding them can be better, but it's not worth the long explanation :)
I have also no idea what do you mean about the dungeon level 5, that specific level doesn't block anything related to the refugees camp (or anything else really useful in the game).
