Why was there never a Bloody Nail Maker?

Almost every other item you need to get has been given a second, third, or even fourth version somewhere in the world, except these. Worse, they're the only item that's needed for the plot that can be rendered unusable for it. I know it gives you plenty of them, but still, it's weird there's no safety catch for them.
