You gain paper by using the church workbench (very easy tech requiring no blue tech points) to produce paper items, generally from corpse skin or bat wings. There will also be some books you can purify with sand for some basic amounts of paper and a few pages of paper in storage of the alchemy lab.
You get tech points by completing actions such as researches, gardening, seeing to corpses and writing. Generally you gain Red from Mining, cutting wood and other heavy physical tasks. Green from garden work, cooking and other maintainence work. And Blue from doing science like work such as writing pages, chapters and books, making rope and candles and other alchemy lab items.
Research is the best way to quickly gain tech points is to spend faith on research. Body Parts and graveyard decorations all give blue science and weapons and armour and blacksmithing items give red. Do not waste research on green tech points unless you need an item alchemy.
It is heavily recommended that you spend your starter faith on researching skin, blood and fat for your first blue tech points.
Extra info, when you already got science, before research any item, make sure you consume Cake (got recipe from Dig) so you could get the maximum point.
You don't get blue reseatch points from extracting body parts (anymore) though.
So I am kinda stuck on how to get blue research points.
And I can't get science points without the blue research points...
You get the blue research points (science) by 'burning' paper in the research bench. You craft paper at the church workbench using bat wings or skin.
The blue points (experience) used to unlock new recipes is gained by researching body parts, not by extracting them from the body. You can also research grave decorations, craft stone graveyard decorations, crafting rope, writing books, reading a bought book from Astrologist, and a 5 point pamphlet from Bishop to get you started when you fix the graveyard.
Perhaps I did not make this clear: Add the paper to the study bench like you where gonna research it and click the button, it will add science points.
To obtain Blue research point there are several way.
1. All tasks involving the morgue, graveyard, writing and alchemy often generate blue points but most of these aren't options until later.
2. Study table to study Organ, Gravestones, fences, and some alchemical substances; but negative side its hard to get research point in the early game.
3. Producing hemp ropes, polished stone bricks, steel parts, conical flasks or advanced conical flasks.
4, Buy Blue Techbook from Archeology, if you have money
5, Exchange 2x piece of stone into 5 Blue Tech Symbol points by crafting 1x Stone grave fence . Afterwards it could be recycled into 1x A piece of stone. This is time-consuming, but rather cheap way to obtain Blue Tech Symbol tech points, especially after you setup working
Zombie stone quarry.
use paper on the table under the church. I missed this too the first time I played. MANY MANY hours were spent before I figured it out. I thought it was from elaborate quest or something. When I saw it was right in front of my eyes I nearly bashed my head against a wall. They don't show you this in any sort of tutorial. I think it was an oversight.

Its in several non blue tech point researches at the very beginning of both theology and writing tech tree's.
