It isn't anything like the Naglfar or any other "boat to the bad afterlife" but simply a way for the City to empty the morgues of plague-corpses. It's kind of like how, before they started doing penal colonies, the British Empire would pretty much just have ships filled with prisoners floating off-shore, just to be able to imprison all the criminals.
As for visiting the city, I think one of the DLC ending cutscenes shows why you can't. Spoilers for either Game of Crones or Stranger Sins ending, as it has been a while since I've seen it. Remember the scene at the start, just after the new Keeper has a fateful encounter with Truck-kun? How the Keeper has a meeting with the Red-Eyed God? Turns out that those events don't happen one after the other. After Truck-kun does it's job, REG apparently split the Keeper into two, sent one of them to the City and the other to the Village. He then wiped their memories of the split. Then the meeting between REG and the Keeper happens.
I'm personally hoping that GYK2 has you playing as the City Keeper, where you have to deal with a tiny graveyard, corpses are free (as in, you don't have to pay a communist donkey for them), but they never stop coming and having to deal with the Plague on top of all the usual issues that the NPCs have. Needless to say, if you try visiting the Village, you get hit with a lightning bolt, as REG is making sure that the two Keepers never meet. Could be interesting if the Merchant shows up and comments on you looking familiar.
Very well put. I truly would like to have a sequel or DLC where you play with the second half of the character, acting within the village. Alternatively, their alternate version could be a villain in the future;
Yes, the Merchant or the Bishop could have been seen in the village someone similar to the character, starting a new quest;
And if I'm not mistaken, there isn't exactly a plague, but rather a lack of water. The Hunchback (Koukol) mentioned that the soldiers were struggling to deal with the undead, implying the existence of monsters outside the dungeon. Not only that, but the village is facing significant issues with undead creatures. (maybe Beatrice fault)?
