I'm on a quest to bring him acid and Restoration tools, but I can't see where he sells things?

You need to know that he has things to sell.

Go to the tavern, talk to Vagner, the poet who sit on the left of the tavern.
Ask him where to get ink and paper and he will tell you that the Astrologer can sell some to you.

Voilà! Now the Astrologer has a trade option.
