Fixing the mill has no impact on the Miller selling you things.
He sell things from the start of the game.
The progress to Tier for any vendor is also not linked with your relation with them, but with how "rich" they are.
In short, to improve a vendor tier, you need to make him richer by a set amount (different for each vendor). Either buy/sell things with him where he make a profit.
Not sure where I got the memory that he wouldn't open up until I fixed the mill, but at least now I'm growing hops.
