When you are creating "quality" item, there is a bar, seen in the UI, below three stars. How much bar is filled depend on the ingredients, perks, workstation (you can see the numbers in the UI).
The bar is divided into three segments, each under different star. If you partially filled the "bronze" segment, you will always get the bronze item. If you filled x% of the "silver" segment, you have x% to get the silver item (and bronze if you lost the rng roll). Similarly, with partially filled "gold" segment, you will get gold or silver item.
Thanks for a great answer, you`re a gem!
Iirc, after unlocking that perk, not only will you be guaranteed a silver-quality red wine when combining two silver buckets, I think there would be a small chance it'll be gold-quality.
