There's 1 shelve that is prebuild in the tavern cellar and you can build more.
To complete the quest, you need to build another shelve and put beer on both the pre-built shelve and the one you built.
The quest also lead nowhere and has no reward. It's just a tutorial to explain how you can put stuff in the tavern basement that will be sold upstair.
wasting a zombie for the greeter task is perfectly acceptable and if the person cares enough, just put a bottom tier (lowest possible percent) zombie in that spot as its efficiency doesnt matter (or simply make a crappy zombie) and with that being said, by the time you build the tavern, you should likely have a bunch more zombies and a bunch of bad zombies (low tier) that wont bother you by using one of them for this specific task.
Quality does not matter, the quantity does not matter. Just move the beer around until you're told to go talk to Yorick again.
