Cannot Upgrade Church (Task Disabled)

Apologies if this is sorted in another post.

I tried to upgrade the church (the second time). I have the 20 silver, church and graveyard rating is correct for the task. Purchased the 'Righteous Citizen' certificate and then eagerly waited for the bishop. He accepted church and graveyard upgrades - but even though I have the certificate - the option is disabled - preventing me from upgrading the church.

Tried sleeping and exiting the games and restarting - no joy - quest still locked.

Any help on resolving this would be gratefully accepted. Don't really want to start again (I would still have no idea how to complete it without ending up with the same issue.

Just to clarify here are the steps that happen for the church

Complete all 3 quests from the Bishop (Provide Fish, have church at 20+, have graveyard at 30)
Provide "Building permission"
The building permission is acquired from the "Citizen" section of the royal box.
Unlocking the Citizen level cost 50 copper and the building permission cost 20 silver.

Then the church is upgraded. At that point, the bishop tell you, you need to become a Rightful citizen" in order to perform a sermon
Rightful citizen cost 3 silver to unlock.

So in total, upgrading the church and being able to perform sermon in it will cost 23 silver 50 copper.

Is it possible that you only have the Rightful citizen paper and not the building permission?
