Complete all 3 quests from the Bishop (Provide Fish, have church at 20+, have graveyard at 30)
Provide "Building permission"
The building permission is acquired from the "Citizen" section of the royal box.
Unlocking the Citizen level cost 50 copper and the building permission cost 20 silver.
Then the church is upgraded. At that point, the bishop tell you, you need to become a Rightful citizen" in order to perform a sermon
Rightful citizen cost 3 silver to unlock.
So in total, upgrading the church and being able to perform sermon in it will cost 23 silver 50 copper.
Is it possible that you only have the Rightful citizen paper and not the building permission?
