NPCs off schedule

As the title says, some of the NPCs have fallen off their normal schedule. The bishop left before even midday on the day he was supposed to be there and I couldn't even do the sermon. The astrologer is also off as he doesn't show up until about sunset.
Any idea how to fix this? I'm not even sure what caused it.

restart the game, the schedules desync slowly over time

it gets out of sync very quickly if you have quest that lock progress, I have had as much as a day and a half desync, nothing like having the merchant show up 2 days late.
