Ms. Charm Doesn't Show Up
I didn't know if there was an order I needed to do character quests in so I went about them as I was able to. I noticed early on there was a bit of a hiccup in dialog with me going to Snake and telling him the 3 items I needed for the portal before the Astrologer told me what they were, but that so far hasn't been an issue and I got the correct dialog from each of them eventually. But when I did the Merchant quest line to the point where I needed to get Ms Charm to offer help the second time, I may have had too much done for the Merchant. After giving her the jewelry, I was able to go back to the Merchant, then had enough money to get Aristocrat Papers and finish up his and the Bishop's lines. But once I went back to the Dead Horse on Ms Charm's day, she never showed up. Anyone else experience this or do I need to wait another week's cycle for her to appear? I still haven't resolved her and the Astrologer, nor have I given her the Aristocrat Papers so she can go to the party.

There's something that happens if the game has been running for a long time.

Each time a cutscene start, the "clock" stops, but the"real time" of the game keep going.

This make that NPC will come out of their home/move slitghtly out of sync of their normal schedule.

Once the desync is too big, this make some NPC never move.

The solution is easy. Save, leave the game and come back in.

You will have to wait a week, as Ms Charm will not move toward the tavern until the next early morning of her day.

Some others cutscene can also move NPC around, making them skip their daily routine for a day or 2.

This was exactly it, thanks for the input. I was worried I'd have to do a total restart of my save.
