Report a translation problem
Each time a cutscene start, the "clock" stops, but the"real time" of the game keep going.
This make that NPC will come out of their home/move slitghtly out of sync of their normal schedule.
Once the desync is too big, this make some NPC never move.
The solution is easy. Save, leave the game and come back in.
You will have to wait a week, as Ms Charm will not move toward the tavern until the next early morning of her day.
Some others cutscene can also move NPC around, making them skip their daily routine for a day or 2.
This was exactly it, thanks for the input. I was worried I'd have to do a total restart of my save.
