(a) The required tech is 'Zombie Logistics', the second green-tech in the Anatomy tech-tree.
... doing this should definitely unlock the blueprint for building a porter station at the Quarry. The blueprint at the Vineyard also requires that you remove the 'blockage' between the Vineyard and Sweet Home - a large fallen tree, near a plank bridge over a stream.
Most porters stations are 'built-in', in that you do not need to build a separate construct yourself. There are two exception to this, where'in you have to build it - the station at the Vineyard, and the station(s) at the Quarry. Both are unlocked by the same tech; Zombie Logistics. Having said that, the blueprint may not show up at the blueprint table in the Vineyard (obviously after the Inquisitor has granted access). If so, it's probably because the blockage between the Vineyard and Sweet Home hasn't been cleared.
