2) Unlike on Steam, the consoles don't implement hot-fixes ... we've been told its a 'whole ordeal' just to get one update green-lit. So, a PC release on Steam allows them to hot-fix *most* of the bugs that a new DLC brings, and then they can push out one 'complete' update to the consoles - probably what they're planning with Game of Crones.
Describing some GoG shenanigans? - afaik, Breaking Dead was never even *implemented* as a DLC on Steam ... just got pushed out as a regular update, automatically downloaded.
