Personally, regarding the veg (Pumpkin, Lentil, Onion), I'll generally have my z-farm in the garden on continuous production. To that end, I make sure I have at least one (and no more than two) stacks of gold-quality seeds for each (accounting for what an active z-farm might be using), and trash the rest; there's no other use, other than a singular study - can't even sell them.
Regarding the vineyard, the same goes for Hops, but the good news there is any excess seeds you can sell back to the Miller instead.On the other hand, Grape seeds are a hold-out for me. Assuming you have the Stranger Sins DLC, you'll be wanting to mass produce Grapes using high-efficiency zombies and z-vineyards, and you'll need a couple stacks of seeds just to start them up, along with (in my case) a *lot* in reserve to keep them going, as there appears to be a negative return. If you don't have the DLC, then you can probably get rid of most of the seeds, preferably by selling them back to the Merchant.
Miller buys extra hop seeds.
Other seeds can be sold to the farmer.
But be warned, their incomes are limited and you'll saturate the market on them if you sell too many at once.

Regarding Hops seeds, they can be sold to the Miller (along with Hops themselves.
Regarding Grape seeds, they can be sold to the Merchant (but not Grapes).
...but if you have 3 chests full of gold-quality veg seeds, unfortunately there isn't much use for them, and should probably just be destroyed. Also, if you are still in need of veg, I'd either start using Peat so your seed count will break even (generally), and/or swap over to utilizing z-farms.
If u have Refugee DLC, you can get them plant your gold crops as well.
