Red candles; have they ever worked? - don't think so ... devs should really just remove them.
Candelabras can't be removed when not in use either.
When? They have never worked for me. Memory is not a perfect thing, and anecdotal evidence is not evidence, but if you have a screenshot then perhaps.
Although you mentioned the ... "remove ball", I am putting this anyway to be sure, and for anyone else having problems who finds this thread.
Removing candelabras is like removing anything else: Go to the drafting table and scroll down to Remove, select it and click on the built item(s) you want to remove. Then exit and go to the marked item(s) and hold F.
I know it works because I tested it just now. I would provide a screenshot but seriously, it would take less time for you to try it yourself than for me to put up a screenshot and post it. It it's not working exactly as I described it for you, verify your game files in Steam. If it still doesn't work, then something is corrupted in your save file and I have no fix for that.
This game is silly and unifinished.
