(Edit1) Did you try buying a single fillet? - or two? - as that's possibly the strangest part of this; to be able to buy anything else, but no amount of copper-quality quality-fillets? - bizarre.
Do you have any of his higher tiered items unlocked? - shouldn't matter either, just wondering how purchasing those more-expensive items would go.
(Edit2) Have you tried fishing? - bringing some Moths to the LH-Keeper to get the first rod? - some people don't mind it, and maybe you're one of them ...purchasing the fillets through the LH-Keeper is really only suggested for those who can't stand the fishing mechanics.
Nope - shouldn't have anything to do with it. Just tested this myself with two different saves, and it worked fine - neither were on Sloth.
I feel like I flip dollars around a lot quicker in this game farming and crafting and trading, than I do fishing. And it's hard to focus on doing any of that when you're literally fishing, all day. Unfortunately in this game the days and the nights go by just a little too fast for my liking.
The main reason for that is that time doesn't advance while you're actively fishing; in between casts it does, but while your line is in the water it doesn't change...though it doesn't stop zombies from working or your Teleport Stone from going through its CD. :o
