Any way to stop trees and rocks from 'growing' back?

no idea since i've never seen it happen. i have never seen a tree "grow back", even from a stump, or rocks "pop back up". someone else confirm this happens as i've been playing for months and have never seen it. sure you're posting to the right game forum? :-)

Nope, no way to stop them. Stones are growing back? i thought they are a finite resources.
Everything grows back but i think it's slower if you also pull out the stomps

If you leave the stump they don't grow back. The stones I never seen them growing back as well.

Others are correct, stones do not replenish. That is what the quarries are for. Certain trees also don't grow back but the basic ones always will unless you leave the stump.
