Package of Meat - Bugged?

The recipe appears at the Cooking Table but I can not create the Package of Meat despite having all required ingredients. I have shown Horadric the stamp to unlock the recipe. I have sliced meat, paper, and the stamp in my inventory.
Is it bugged?

you need meat - not sliced meat.
You can CREATE, however, sliced meat from packed meat.
You seem to have misinterpreted the recipe. There should be one for making it and one for disbanding it to sliced meat...but in fact, meat needs to be intact for packaging.

This is a recipe for sliced meat. You need a packed meat. Wrong recipe, bro.
The correct one is in the ... section (left)
