Edit: I see you need to get lucky from silver ones.
But not particularly sure how to help, other than to suggest the same as the other user; you simply need to craft a silver-quality one (preferably using the second steel chisel recipe), then utilize that in order to craft a gold-quality one (by inputting it into the third steel chisel recipe). You'll produce either a restored silver-quality or a new gold-quality, depending on the odds of the craft - which you can improve with perks and buffs.
I don't see the point in making a new thread when one on the subject matter already exists.
