I guess, some kind of easter egg. I do not know whether I have to behead Snake laters or not to get it.
You're not getting the developers' hint, are you? :)
Personally, I really don't care about the town either way. However, the devs should just make a public post telling people about the town and explaining the joke for people to see. I literally only found their explanation in their twitter replies by chance when I wasn't even looking for it. It won't alleviate the butthurt people but it'll at the very least clear a bit of the stangnant air.
A bit like in the movie Groundhog Day with Bill Murray. The young Whipper-snappers can google this one up... :)
It's actually a point of the plot and if you read the stuff ingame you get many hints telling you the spirit of the town is literally alive and trying to kill you.
