rightful citizen papers
How do I get them? Not the money for them, but the actual paper?

You increase town reputation by giving it money as well, check all options closly

I can't confirm that. I've been at 30 reputation for a very long time, and I've only ever gotten reputation trough quests. Either way, spending money on the town is having no effect whatsoever.

Alternatively, you can get them from Snake after bringing him some bloody nails. Saves your butt when you upgrade the church too early.
