Whats the deal with Ruined Books, missing mechanic?

So as soon as you unlock the Research tech, you get Scavenging:Old Books, and you can find ruined books from the bookshelves under the church that say you can salvage paper from them. Except they dont work at all and have no use on the study table, desk or workbench. Were they just forgotten or what?
