I think it may have been from the Astrologer.

I just did it here's the requirements:
Talk to Ms. charm with 5 faith
Complete Ms. Charm quest by giving fake coins to snake
Complete Ms. charm quest to get parfume (need to give 12 frogs to tavern keeper's wife)

Need 50 points with Ms. Charm

Complete Astrologer's Quests untill 60 Points

Complete Snake's Quests untill you need to get the Necronomicon.

Talk to the Astrologer untill Daughter's quest
Talk to Ms. Charm about her father
Ms. Charm gives a quest about Alisa going with her to the King.
Then you get to talk with the mill owner and he gives you a book, bring it to the Astronomer, need 60 points to get calculations and then complete the mill along with Ms. charm quest.

Nicely described, basically when you feel like you are stuck at quest there are other quests that you need to do first :)

2 ways:
you can buy 10 from the swap witch (79 copper) or fish them from the swamp fish area (using Moths(got by harvesting flowers in the night time)\Butterflies(Got by harvesting flowers in day time) as baits

To help the which get her memories back you have to give her a healing potion (I suggest breaking pots in the dungeon with a sword, it's faster and easier, otherwise you have to farm the blacksmith shop untill he's level 2 and get a cauldron, which is quite costy)

Also you need the witch to have her memories back to get parfume (need to give the witch a food basked from Tavern Keeper's wife)
