You also have to unlock the church to be able to dig them

if i remember correctly you need to do the bishop quest (upgrade cemetery). After that he will give you another quest (make ceramic bowl) and it will unlock sand and clay digging.

i unlocked the church and i built the bridge, anything else that could do it? i tried restarted the game and that did nothing.

Get your graveyard to +5 rating and talk to the bishop

oh yeah i did that i unlocked the church

After your first sermon talk to the bishop again and he gives you another quest that unlocks clay and sand
