Get the quest from Ms. Charm (upon reaching a certain happiness).
Go talk to the Farmer > Farmer's son.
Go talk to the Miller. **receive the paper with calculations here**
Go talk to the Astrologer with the calculations (upon reaching a certain happiness).
Fix the mill with the calculations and materials.
Talk with the Miller > Farmer > Ms. Charm.
Did you follow this series of events? - when you reached the Miller, did he simply not initiate a conversation? - did you attempt to fix the mill first? - did he initiate the convo, but didnt give you the papers? - did he try to give you the papers, but you had a full inventory? - did he give you the papers, but you dropped it off in a random Trunk, and now don't remember where they are?
It is unfortunately bad game design at this point.
