I believe witches, not cultists. But so far - yes, it seems to be his wife's grave.
Or: The inquisitor is the cause of all this. His all-times burning coal once lit the houses vinecellar and detonated the booze killing the family and blocking the river. He was absent and delusionally, he blamed witches...Dun Dun DUUUUUN!
The one in the fields...maybe a relative of the miller, maybe a pagan sacrifice for fertility. Either way - they gave me a zero grade grave and 2 burial certificates.
I do know simply going by context in the game that the grave by the burned house on Witch Hill was and still likely is, the property of the Inquisitor, containing what remains of his wife or kid. Can't say for certain why there is only one body though, unless they packed both corpses into one thing and called it a day.
It's explained later in the story.
