Snake/Restoration Tools

So, I'm at the quest where I need the necronomicon, and thus needing the restoration tools. The wiki says to continually press Snake for the tools, while progressing other quests, and he should eventually give them up. So far I've been doing that for two RL days playing the game, and he doesn't say anything, the text selection for the resto tools continues to be grayed out, as per the link below.

The wiki points out that you need to be 40 friendship with the astrologer to get the necro, and then 40 points with Snake to the get the resto tools, I am at 30 with both, and have no way to progress those points without either of those tools, that the other npc has. I am at a loss.

A commonly reported problem ...would suggest advancing through Ms. Charms quest-line on Lust-day (bright red). There's some back and forth between her and Snake, which should eventually yield another 10 Happiness for Snake, yielding the tools which allow you to progress through the Astrologer's quest-line, yielding the Necronomicon to take back to Snake.
