And you can buy Phoenix Downs at either Miguellos or the underground vendor by Old Dalan's. If you sell the loot he drops you can buy 5 phoenix downs per drop. Sure you need to run back a few times while you build up your money, but it does work.
There are also a few chests that can drop PDs, but honestly it's a lot more hassle than just investing some of your money made.
Easy XP. Dustia is what is known as a 'rare game' ('game' being used in the hunting sense), this one is practically impossible to beat at the early stage of the game. (being level 17 and having a little over 7000 HP) HOWEVER, it's undead and doesn't have the Safety augment, which means phoenix downs can one-hit the bastard. (as Revive Kills Zombie) The XP and levels you gain also gets applied to all future permi party memebers you pick up, so you could theoetrically have a full roster in the 20s at a point where reasonably you should be at half that.
If you don't mind abusing Trial Mode, there is a chest in Stage 2(the one with Thextera) that is always a Phoenix Down if you don't have Diamond Armlet on, and Stage 1 has a chest that is always Diamond Armlet if you don't have one on. Diamond Armlet is situationally amazing, and can be sold for 6000.
