I don't know about your aim, so i'm just gonna put this here, if you can hit the Torso reliably then they are awesome, if you have troubles doing that and often find yourself shooting limbs, they can feel even more RNG than shotguns, because crossbows have no penetration what so ever, if you hit an arm that's in front of the Torso, it will count as an armshot and won't kill in one hit, unlike with rifles where the same shot would count as a torso hit.
besides that the handcrossbow is a really good, but slept on weapon for the same reason. It kills out to 14m to the torso, so it has the range of a full barrel romero! It's silent, only uses a medium slot and relies less on RNG, BUT if you miss the shot, well there's no coming back...
So crossbows are stronger than shotguns, but require way better aim to perform well.

As i stated, the trick with crossbows, as with compact and to an extent medium ammo rifles, is to not only hit the target, but to hit the target in the right zones ( head and Torso aka. Upper body).
If you have trouble doing that, your better off taking either shotgun or long ammo, because there the high damage is really forgiving on limb modifiers and you mostly only have to worry about hitting the enemy somewhere and don't have to aim for specific hitzones.
If you can manage to hit torso more often than not, the crossbows outperfom shotguns by a large margin, with a OHK range of 25m on the big and 14m on the handcrossbow.
The only really bad crossbow is the poison crossbow, as it's supposed to be good against AI, but not being able to retrieve bolts limits it's use against AI severely...
pair it with nagant officer for cheap and good, or bornheim. or even silenced nagant + fanning
if you want to invest more go for uppercut for range or dolch (precision OP) for true 1v3 potential.
the normal crossbow is really good, too. but not as consistent. you have to head-shot or be really close and personal, which is hard, but really satisfying..
that is right. shotguns and axes that oneshot are teh only reliable way that i can get a kill.
I always find myself hitting the arms, even when I aim for the head. So I use melee and long ammo because they do the most damage if you manage to hit anywhere.

so what makes shotbolt better?
compared to crossbow it does a bit less damage, a bit less range, much less velocity, and lack of retrievable bolts.
Much more oneshots, as there is a shotgun shell on the end of the bolt that detonates on impact.
So the range doesn't matter in terms of damage dropoff, since the shotgun shell deals the damage and the shell only detonates on impact.
It can wallbang too, like a shotgun.
So all in all if you hit you deal high damage and if you hit good with a shotbolt it's a kill no matter the distance.
