Which is fine; but don't expect a game to change what it is for your own preferences.
getting shot in the leg irl will result in the same situation as getting shot in the head.
You will be immobilized and you will die without first aid within a couple of hours... but anyways you will not be able to fight back
what I'm saying is that the game does have awesome mechanics and there are plenty of weapons that do not require headshots like nitro, shotguns, crossbows, throwables, melee etc.
and even 2-tapping works. I do like the game.... just getting a headshot or getting headshotted feels completely random in 90% cases.
if devs are experimenting with game modes and features it might be an idea to make a mode with balance changes to see if it works

you can CONSISTENTLY hit headshots only on stationary or crouching targets or on 2star dudes who move in a straight line
anything from 50m+ distance on a chaotically moving target is anything but intentional hit. Because you need to PREDICT where your target will be and it totally does not depend on you - you just gamble and sometimes you get lucky, sometimes you don't
that's why you spend much more bullets than get kills

Headshots are no luck at all, what a bs. Of course, sometimes you hit just because you got lucky, but headshots are not affected by that any more than body shots.
That's the same as saying that wall banging is gambling (and it's gambling obviously more than headshots). But at 4* people almost never hit shots through walls, are they stupid? It's all about skill issue.
