First and Second game have their own, relatively large and unique standalone campaigns and the respective factions can be played in those.
But if you own both base games, you can then use ME to get a 3rd, additional campaign (playable in the second game) that let's you play both games base factions and all DLC/FLC factions you happen to own as well. It also mostly combines the territory of both original campaigns, making it a pretty large campaign.
It is "free" for owners of both base games. I know it is a bit misleading, but since this is not a new thing (there were hundred similar threads), it also is due to steams way of handling DLC and FLC entries. It is free as in it doesn't cost additional money, but still it requires both base games (please don't start a semantic discussion here ^^ Most of us are over that one xD).
If it is worth it, you have to decide. But honestly, if you enjoy the 2nd game and think about buying DLC for it, then I strongly advise starting with the first game just for ME. Game 1 goes frequently on sales and ME is imo the best Total War experience over all the TW games I ever played - by far.
You don't need to buy TWW1 to play TWW2. However if you do buy TWW1, you can play the content content from that game in TWW2 in an extra mode.
Paid DLC under game 1 are only usable in Mortal Empires, because the lords and races they provide are not on the Vortex map. However, units from lord packs for game 1 also work for game 1 races ported over to game 2 via later DLC (Markus Wulfhart will be able to recruit flagellants even in Vortex if you have the Grim and the Grave for example, but will not get them without the DLC, and Volkmar is not present on that map).
Free DLC (except Mortal Empires) under game 2 only require game 2, and work in both Vortex and Mortal Empires.
Paid DLC under game 2 only require game 2, and are usable in both Vortex and Mortal Empires.
Mortal Empires itself requires both game 1 and game 2 to get.
