Exactly! That mod for the first part allowed the creation of cities (I did not use it possibility) and this made it possible to conclude an agreement on the right of passage, butwhile remaining in the horde mode
The second mod allows you to gift the settlements you raze to a vassal ai. If you pick that mod, I suggest first razing a settlement, and then gifting the ruins to the ai. Just gifting it to the ai immediately was causing my bestial rage to tank.
