If you do not like the results the campaign AI creates, you could try this mod here; it lets you artificially strengthen or weaken any AI faction:

It was just an observation over multiple ME campaigns. Usually Malekith is the bad boy, but after the last patch Morathi seems the dark elf powerhouse and confederates with naggarond very early. After that she seems unstoppable by the HE AI. Too much infighting I guess.
The big thing causing it though, is that Alith Anar seems myopically fixated on going after Clar Karond, Karond Car, Forgebound, and even Deadwood Sentinels, to the point of ignoring morathi as she takes everything from behind him, giving her the spread she needs to fund her invasions.
What CA can do is split her capital settlement from the initial starting settlements(make those three a seperate province and add two new settlements to her starting area which would slow her down, secondly giving Alith Anar an additional settlement in his starting province would also be beneficial.
and to items I think CA need to standardize all items for every LL so that they come at the same time, if some lords have more items then it just continues for those lords, so like level 5-10-15-20 or something like this lords get items.
