Monstrous infantry likely crypt horrors id say beastmen or norsca
If you want monster and monster hunting capacity in spades, Norsca.
For the "best-best", I'd probably say one of the factions that have access both to giant monsters with high survivability, but also plentiful healing, like Vampire Coast, Wood Elves, High Elves, and Lizardmen.
Outside of Moulder, Tomb Kings and Lizardmen have the best Monster armies, with Tomb Kings having really good ones, and the LIzardmen having Full Monster armies very easily.
It sounds like you really want to play Imrik. his point is all about collecting big dragons. If you want lots of chunky monsters, Lizardmen are the greatest, and of the Lizardmen, Kroq-Gar is the best big dinosaur dude.(That is arguable, but his +20 armor bonus for them is pretty good.). They have the biggest monster in the game, the Dread Saurian.
If you like ranged, Vampire Coast is good - they have rotting prometheans and necrofex colossus, both of which are pretty cool. And good. (Count Noctilus is a good one for the starting Necrofex, giving you an impression of what's going on at least.).
Greenskins also has to be mentioned. With both Giants, lots of trolls, Arachnarox Spiders and the Idols - they've got nice and brutal options. Also, they're hilariously fun; a nice feature.
Tomb Kings has a lot of large constructs that are really nice. Tomb Scorpions, Titans, Sphinxes, Bone Giant - if you want big, epic stuff, they got it. Also, they have an unusual playstyle, for better and worse.
Dark Elves has a nice collection of monstrous units - dragons and war hydras, but also some lesser monsters. I don't think any of the lords stand out for their monster use though.
Norsca has a few things as well - including one of very few monstrous lords, Throgg. Mammoths, Wyrms, and Giants fill out the roster, along with a few unique monsters. I don't put them higher because it's a kind of niche DLC to get, but it's not bad either.
Chaos Warriors and Beastmen... yeah, they have a few. Can't really recommend them for campaign though.
Vampire Counts is one of my favourites, but they don't have that many actual big monsters, but they do have Varghulfs, of course. Arguably, they're all monsters, and lords on zombie dragons certainly count for something. I would say their lack of the big monsters makes them unsuitable, but still - it's the only faction that can truly make a monster mash:

Wood Elves - at the time of writing, they have a pretty bad campaign, but their Treemen, Great Eagles, Dragons, are pretty good, and Durthu is one of the other few monstrous lords. Come december 3rd, they should be a lot more interesting though.
Still, from what it sounds like you want, Imrik's your guy.
Factions to avoid:
Dwarves - big monsters? Nope, just lots of angry beards.
Empire - Steam tanks are not monsters.
Bretonia - Nope, a few flappy bird mounts doesn't make these monstrous.
Skaven. They have just one big monster, and it's not that good.

Those are horrible & monstruous creatures... yes-yes.
Wood Elves - you get Sisters of Twilight, Troth the unclean with the DLC. If you also had WH1 and the wood elf DLC from there, you get Drycha as well, and both Orion and Durthu gets updated. It's pretty good value and the wood elves are a cool faction.
Tomb Kings are a fantastic addition to the game. I would say get it; it adds wonderful value to the game. But then, I have played this game so much I buy every DLC as a matter of course.
Worthy of mention is there's a lord that can be unlocked in the research tree of greenskins that specializes in spiders.
