Edit: By enabling and disabling mods, I mean a single mod. Each time I click the little tick box, I have to wait 5-10 seconds for it to register. Longer when I click one of the side arrows to move to the next couple mods.
when i start the launcher in offline mod, the game doesn't freeze, steam doesn't freeze. everything runs perfect.
i repaired files, reinstalled the game...and all the other cool stuff to solve technical issues by my own.
would be interesting to know, if other players from other Total War games have same problems with the launcher and the game.
You could try using KMM and see if that fixes your issues.

It's also on the workshop, but i reccomend using the github download, as the workshop version is just for visibility, as it's location would be annoying, and it's not supposed to be enabled - tough the mod page will tell you so.

Wish there was a way to bypass it that actually worked.
