If it's not activated in your game, just verify file integrity.
(right click the game in your library, local files, verify).
You can double check that it's added to your DLC list. If it's not added there, though, I'm not sure what you should do next, it's allways worked for me.
1. Go to the FreeLC's page. Let's use Alith Anir for our example.
2. Click the download / acquire button. It will open the game
3. Opening the game will trigger a *click* sound when you get to the main menu, and it will say "Thank you for dling the dlc, please close Warhammer for it to take effect."
4. Check your character roster, Anir should be unlocked.
5. Repeat this process for all of them. Yes, you have to close and open the game every time for each one. It's an absolute mess and CA should be ashamed of themselves.
EXTRA NOTE: for Mortal Empires, you must first do the above steps, then exit, find it on the little DLC box in the library menu, uncheck the checkbox, then recheck it. Mortal Empires will then download.

There's some - the Bretonians, the RoR upgrade, etc - that are only available to get on the total war access site. (requires signup).
