Best (if human), has to be somewhere in Estalia or Tilea. Skavenblight being nearby sucks but they can't be THAT bad if they haven't wiped out the humans after thousands of years of being neighbors. And the Skaven will be a problem no matter where you live, except for Ulthuan.
That has me wondering...are they any human "districts" in Elf cities? If the Elves trade with humans and maintain friendly relations with the Empire, are there places in their coastal cities where humans are allowed to live?
The Empire is probably ok if you live inside a major town or city, safe from beastmen raids and greenskins. Of course, there will be crime, plagues and so on, but at least if you are a rich merchant or noble you will likely be okay. Same goes for Tilea and maybe even Kislev (in lore it's been more than 200 years since Chaos last razed a major city there, not considering the endtime stuff).
Anywhere on the countryside is bad, but some places like near orc-infested mountains, the Drakwald, the Forest of Shadows and Sylvania obviously even worse.
Being a human to the far north means you will pretty much be a slave to Chaos, whether you like it or not. And quite likely be or at some point become a mutant.
Being a human in lands ruled by the Dark elves, the Skaven or the Undead probably means that you are a slave or thrall to some sadistic, monstrous and cruel overlord or another. Not good.
Being a High Elf in Ulthuan (outside Nagarythe at least), a Wood Elf in Athel Loren or a Dwarf in one of the surviving great holds is probably quite okay. You might even survive until old age, if you're lucky.
Being a member of any of the evil races such as DE, Skaven, Greenskins or Norscans probably means a short, brutal life full of betrayals, backstabbing and violence. Not something I would prefer.
Maybe the Moot is a good place, if you are a Halfling and good at hiding from any rampaging Orcs, Ogres or Undead comming your way?
Come to think of it, being a living human subject in Numas would be a good life by the universe's standards. So I'd say either Estalia or Numas if a human.

By lore accounts it seems like a pretty nice and safe place. So what if your gardener has er...terminal anorexia.
That's where you'd find me. The food is probably fantastic.

Bretonnia isn't that safe. Theres a lot of Greenskins and Beastmen within its borders, let alone raiding Norscans, Dark Elf slavers and necromancers.
Also you could be on a flying mount.
We need to expand thread to citizen level. Obv a bret peasant would just be like medieval times but a lord on a flying mount or even a knight would be great.
