Kroak managed to draw it towards Lustria and shielded against its impact on the rest of the world, so yeah..
That's wrong in too many ways for so few words.
Kroak is the answer. Ribbit ribbit ♥♥♥♥♥♥♥♥♥♥♥♥♥.
In game the best caster is actually manny. Winds of death on a dragon will out kill any other caster in the game.
Teclis and maz are very weak compared to their lore. I mean they could of given them some decent spells for who they are its a joke...
1. Lord Kroak. Even his decomposing body is capable of splitting mountains and seas.
2. Lord Mazdamundi, eldest of the 2nd generation Slann. Kroak was a 1st generation, and you can see what his mummified body does.
3. Caledor Dragontamer. So awesome they named a Kingdom of Ulthuan after him. Notable feats include creating the big swirly thing the races are all fighting over and taming freakin' dragons.
4. Teclis. He burns entire armies alive, and was able to defeat Malekith in a magical duel.
5. Nagash. Was a very powerful Necromancer in his own right... but he dead. And he'll stay dead for a good long while. You could argue that he was *that* close to raising all of Nehekhara's dead, but he was using the Black Pyramid of Nagash as a focus to do that. And he lost to the Priest Kings of Nehekhara.
6. Malekith. Teclis lite.
7. Drachenfels. For those who don't know, he is the most ancient being on the planet. By far. Before the Old Ones arrived. He was an incredibly powerful wizard before the polar gates collapsed (so no winds of magic for him), he journeyed into the warp to meet the Chaos Gods himself, before declaring himself their superior and demanding tributes of Daemons. Which the Chaos Gods actually accepted instead of turning him into a Chaos Spawn. Of course, the reason why he's not at the top is because his canonicity is questionable and... he dead. For good.
8. Other 2nd generation Slann. Because the fat frogmen know their magic.
9. Pureblood Vampires, like Neferata, Arkhan, Luthor Harkon, Ushoran, Vashenash (aka Vlad von Carstein, but that's debated.), and the Necrarch sire whose name I forget. Their magic was easily able to animate entire armies of undead, etc etc. But of course, they got defeated by the Priest Kings of Nehekhara as well.
9. Other Elven casters. They're old, and they're good at magic.
I forgot about Drachenfels. He'd probably rate near Maz's level actually.
Tier 2. Mazdamundi, Teclis, Morathi, Slann
Tier 3. Manfred, Malekith, Elven, Undead.
Tier 4. The rest
It's well-established that Vlad was not the equal to his 'brother' Mannfred in magical power although he was the best general the VC had. Gelt learned a form of magic he never had access to before which does not make Vlad a more POWERFUL caster, simply better-versed in the new lore.
If he could stomach it, I'd bet Gelt could learn Skaven magic if he were willing to eat glowing magical rocks to cast it...
He might know the skaven lores yes, but his controle over the others is nowhere near the slann level especialy of the older ones.
And you forgot about geomancy, something that is slann only.
Wouldnt Thanquol be around 7-9? The guy made Teclis nervous.
